Hmm,
I've obviously been out of the loop for a looong while, years at this point, but as the original and first Governor, part of the original Management team, namer of the State of New Alexandria and creator of the original Constitution (which were voted on by the community) laws, punishments, and established the Legislature, Executive, and Judicial Branches of the community, presided over the first trial and navigated the politics of "taming" a lawless land, I wanted to give some history behind the reasoning for establishing such. It's up to yall which direction to take things.
Before WWRP, I was part of a GTA5 RP community for years, was part of staff, and became a criminal Defense Lawyer, eventually was handed the reigns and title of "Chief Justice". At that point there was no court systems or ways to amend the criminal code. I created a court system, not only for the juicy Court RP but to give people a chance to plead their innocence and keep balance of between criminal and LEO RP.
It fell on me, 1 person, to make the decisions that effected the whole community one way or the other, and that responsibility is a heavy, stressful one.
When Tiberione, the founder of this community (and was the original AG of the gta5 community) told me he was starting a RDR RP community, I was on board. He then had an idea of having a player run government, of which we would create a Governor position to oversee and connect all branches and balance every player's interest, kind of like a central hub of a bicycle wheel, I thought it would be brilliant way of having an IC presence, and could hold both IC meetings and OOC meetings of all branches that would be a balancing factor between civilian vs criminal vs lawmen RP. It also unloaded the burden from staff and admin+ to address such IC issues so they could focus on rule breaks and player reports, and the general duties of day to day and long term running of the community behind the scenes.
The original intent would be that power would be separate but equal. The legislature, accountable to voters in the se community, would be able to field concerns from the civilians and lawmen and amend the code of law to be able to address the ebbs and flows of the community dynamics... too much crime? Harsher penalties and other possible solutions that can be legislated. Too harsh of penalties and no crim rp? Relaxed punishments and abolishing of systems.
The Judiciary was there to help balance lawmen vs criminal vs civilian RP, and to give opportunities for court RP, and be a check on what could possibly become a corrupt and overbearing Law enforcement department.
The Governor was the executor, they couldnt create or establish laws, but they had the final decision (outside of "federal" aka staff) whether the law would be enacted, and also as stated before, be a balancing factor amongst all departments and branches by calling meetings and what not. They also had a fiduciary duty of nominating judges, the AG, Sheriff's, and other heads of departments, of which the legislature would be required to affirm or deny... again creating balance. They would also be responsible for creating and hosting state events, such as state fairs or whatever was required by what was going on at the time.
Again, I've been absent for a long while so I don't know the current dynamics, and there is such a thing as saturation where everything has been done and balanced to a point where maybe there isn't a need for these systems. Ya'll can figure out what's needed and what isn't, and it takes people interested in such a role, and maybe current staff are hesitant of changing too much around the edges for good reasons...
Just wanted to give a history and state that being the first Governor in an untamed and wild west was the best RP I had experienced, and for those that were there I hope ya'll enjoyed it as well.

P.s. sorry I fell off towards the end, between being management in 2 communities, here and NewDay RP (and the first Governor there setting up similar player run government, constitution, laws and systems) , and other factors in RL, i couldnt keep up and serve the communities the way they deserved.
