Hello Wild West Roleplayers!

We have made the decision as a team that the in character “HHO” or Habitual Heinous Offenders Act is something we would like to completely remove from our in character environment. This law was originally founded to help enforce pacing of very violent and intentional crimes where criminals would torture and murder and be back out on the mainland with few consequences.

Why are we removing it?

It was a nice idea on paper, but in practice it has created a lot of extra work for LEO, created unfun experiences for criminal characters that punished the player, not the character, and added unnecessary stress to the legal system.

In return, in the future, you can expect to see some changes to the times associated with those serious charges to compromise with this change.

Additionally, do you have an idea of what changes are expected regarding sentencing for more serious violent crimes?
I have to say this change is a little puzzling for me, but perhaps hearing more detail on why this decision was made would be helpful.

This answer is the information that I feel like I can give, based on my experiences with the Law, my interactions with it, and my perceptions of it as I've interacted with LEO, Criminal, DOP, and the Judiciary. So this is my personal take on each of the points you have asked about.

The issues this law presented was that it created a lot of extra work for LEO when it comes to maintaining these HHO, sentencing these HHO, and doing court for these HHO, recalling 6 months of criminal history (depending on the criminal), can be a multi-hour long affair within the MDT system, and it creates a lot of unnecessary work that makes paperwork, court, and sentencing feel like a full time job rather than a fun roleplay experience.

From the criminal side, people are being incarcerated for IRL months of time due to the strain on the Court system, and by the time its "over" it has resulted in a lackluster result where someone gets time served. It creates unfun experiences for the criminal player where they feel punished as a player, rather than their character feeling punished. This process can be a real damper on RP, as there are only so many roleplay sessions you can have in Sisika before its "just another day" and the well of roleplay begins to dry up and leaves the experiences feeling samey. This is something I can personally attest to, as some criminals we've been host to for weeks or months, you eventually just run out of things to talk about and do.

For the Civilian side, I can see where this would be a puzzling change, or a strange change, as it implies that Criminals will be facing less overall time for these serious charges, and you would be mostly correct, but the current times that criminals are "serving" while waiting for court is also an extreme circumstance that greatly exaggerates what their realistic time to serve would be without any consent to life or capital sentences. The general maximum of time in (years) or IRL days in prison is 30 with initial consent to take years instead of serving mechanical months, and further consent is still required for Life and capital punishments. These conversations happen between the Judge and the Criminal player to establish a baseline for consent and what those players are allowed to be sentenced to. When Court takes an exceedingly long time, this time gets factored into time served to respect the player's time and tends to create a lackluster result at the end that leaves all parties sort of unsatisfied. I would compare this to you really craving something at your favorite restaurant , you get seated and then wait 2 hours for the time, and you don't even want it anymore.

I am not able to comment on specifics regarding what changes are to be expected to these heinous/serious charges, but there will be more information in the near future relating to this.

I would encourage players who play LEO, Criminals, and others actively to also speak of their experiences with HHO.

regarding sentencing for more serious violent crimes

I play one of the Sheriffs and am very happy you brought up this point! A little about my experience in LEO on the server. I took a little 6 months hiatus while focussing on my mental health last year, but have worked back up to the position my character was at prior to the break. However, this means my character has been a Sheriff twice, Lieutenant twice, one time she was lead of the FTO division (looking after recruits), and the time prior she was lead of the Detective division (although she has had to step in once or twice since being a Sheriff for when the Detective division leads need to take a break).

Anyway, despite all of this experience I still never could fathom or wrap my head around the HHO law. I'll absolutely put my hands up and say I would just divert people towards others who understood it better just from worry that improper information would be passed on. HHO is, for the most part, sorted almost entirely by Detectives - so being lead of them I'm sure you can understand that this wasn't ideal (I truly tried to figure it out...I'm just stupid). Not only this, but the upkeep of the HHO roster would cause a lot of confusion for many old and new Detectives. As Petra has rightly said, on paper it was good, but in practice it was a lot of hassle and it always felt like it was punishing the player more than the character if they are in Sisika for IRL months.


About your question for what is being implemented for more serious crimes. There are already 2 things for that which I'm sure many civilians and perhaps new criminals are not aware of so I'm very glad you raised this question! Basically, there are still capital crimes - I won't go into too much detail to avoid meta (but if your character has questions about them then our deputies would love to have the kind of interaction where they are educating civilians), and Career Criminal.

  • Capital crimes are the murder charges as well as some others. These still require sentencing from a judge so will be sent to Sisika to await court. This does not require permission from the criminal player.
  • Career Criminal is used when a character's total charges (any charges) equate to 1000+ months. This is something our deputies require permission from the criminal player for, but people have agreed to it multiple times.

As a Detective I still haven't wrapped my head around how HHO works half the time.

Personally I like the change as its less things to make LEO more appealing instead of being paperwork maximization simulator
